REQUEST FOR EXPRESSIONS OF INTEREST QUALITY AND COST-BASED SELECTION  (QBS)

The Government of Uzbekistan has received financing from the World Bank toward the cost of of the Agriculture Modernization Project and intends to apply part of the proceeds for the following consulting services.

The consulting services (“the Services”) include construction supervision for the one Contractor under contract AMP/C1/CW/26 “Engineering, Procurement and Construction on Turnkey Basis the Centre of Excellence for Agriculture Research”.

The International Center for Strategic Development and Research in the Field of Food and Agriculture under the Ministry of Agriculture now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The attention of interested Consultants is drawn to paragraph 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers Third edition-July 2018 (“the Regulations”), setting forth the World Bank’s policy on conflict of interest.

The best qualified firm to carry out the services will be selected in accordance with the Consultant’s Quality and Cost-Based Selection method set out in the Regulations and based on the following criteria:

The Consultant must demonstrate that it has the following experience be within the last 10 years:

1. At least 10 years of experience in the field of construction supervision and engineering consultancy;
2. Proven track record of working with International Financial Institutions (IFIs), specifically on World Bank-funded projects;
3. Specific experience in managing and supervising contracts under FIDIC Silver Book or relevant EPC/Turnkey contracts or contracts on Design-Build conditions.
4. Successful completion of at least 2 similar projects involving the supervision of high-tech facilities (e.g., specialized laboratories, scientific or research centers, hospitals, or bio-pharmaceutical plants) in the last 10 years;
5. Proven experience in the technical audit and review of Detailed Design (DD) and Working Drawings for complex institutional buildings, specifically focusing on high-tech research facilities or laboratories;
6. Previous experience in Central Asia or developing countries with similar regulatory environments is highly desirable.
