Assignment Title: Supporting the Introduction of Care Manager Function in Uzbekistan

 

Reference No. (as per Procurement Plan): UZ-INSON-CS-QCBS-2.1.6.2.

 

The Republic of Uzbekistan has received financing from the World Bank toward the cost of the Innovative Social Protection System for Inclusion of Vulnerable People (INSON) Project and intends to apply part of the proceeds for consulting services.

 

The consulting services (“Services”) include support for the design and first-phase implementation of the Care Manager function within the National Agency for Social Protection under the President of the Republic of Uzbekistan, based on relevant international experience and good practices. The Consultant will support the development of the Care Management concept, professional and service standards, comprehensive needs assessment and individual care planning tools, referral and service coordination mechanisms, monitoring and KPI frameworks, training and professional development arrangements, and related methodological and operational documents. The assignment includes training of at least 210 Care Managers, development and implementation of a Training of Trainers (ToT) framework and preparation of a national group of thirty (30) trainers selected by NASP, as well as hands-on implementation support in Tashkent City and the Samarkand, Fergana, Kashkadarya, Navoi, and Khorezm regions. Subsequent adoption and institutionalization of the Care Management system will be led by NASP.

 

The total duration of the assignment is 12 months, during six (6) months of which the expert team will be required to be present in the Republic of Uzbekistan.

The National Agency for Social Protection (NASP) under the President of the Republic of Uzbekistan now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information (including description of relevant assignments and references from previous clients) demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:  

  • At least five (5) years of institutional experience in social protection, social services, Care Management, case management, integrated care, long-term care, medical-social services, person-centered care, or a closely related field.
  • Demonstrated experience in the design, development, piloting, implementation support, or improvement of Care Management, case management, long-term care, integrated care, or comparable coordinated service delivery models.
  • Experience in developing operational and methodological instruments, including assessment tools, individual care plans, service pathways, referral protocols, professional or service standards, standard operating procedures, monitoring tools, competency frameworks, and related documents.
  • Experience in training, Training of Trainers, mentoring, supervision, or professional development in the social protection, social services, care, health, rehabilitation, or related sectors.
  • Experience in monitoring service quality, safety, effectiveness, and implementation results, including the use of feedback from practitioners and service users to improve methodologies and tools.
  • Experience in supporting public institutions and working with government bodies, service providers, non-governmental organizations, private providers, and other stakeholders.
  • Sufficient organizational, technical, and managerial capacity to perform the assignment.
  • Experience in assignments supported by international development organizations and in applying relevant international standards and good practices will be an advantage.

 

Key Experts will not be evaluated at the shortlisting stage.

 

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.    

 

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

 

A Consultant will be selected in accordance with the Quality- and Cost- Based Selection (QCBS) method set out in the Procurement Regulations.
