Assignment Title: Full-Stack Developer / UX/UI Designer (Mobile + Web)
Reference No. (as per Procurement Plan): UZ-INSON-CS-IC-1.1.3.2.-2
The Republic of Uzbekistan has received financing from the World Bank toward the cost of the “Innovative Social Protection System for Inclusion of Vulnerable Populations” (INSON) project and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) include the development, implementation, and delivery of a fully functional Minimum Viable Product (MVP) enabling digital monitoring of all five categories of activities of the “Inson” Centers. The MVP will include:
- Mobile application for social workers
- Web panels for social workers, supervisors and operators
- KPI platform
- Tracking platform
- ERP components
- CRM components
- Situational management platform
- Document workflow platform
- Task management platform
- Monitoring platform
Estimated level of effort: approximately 4 professional staff-months.
Implementation period: approximately 4 months from contract start.
Expected start date: upon contract signature (tentatively September 2026).

The National Agency for Social Protection (NASP) under the President of the Republic of Uzbekistan now invites eligible individuals (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (attach curriculum vitae with description of experience in similar assignments, similar conditions, etc.). Firms’ staff may express interest through the employing firm for the assignment and, under such situation, only the experience and qualifications of individuals shall be considered in the selection process. The criteria for selecting the Consultant, in accordance with the Terms of Reference, are:
Education and Professional Background
Bachelor’s or Master’s degree in Computer Science, Software Engineering, or related fields.
Professional Experience
Minimum 5 years in full-stack or mobile development, including relevant experience in:
- developing mobile applications with GPS, offline mode, and media uploads;
- building admin panels and analytics modules;
- digitalizing public services or social services (an advantage).
Technical Skills
Relevant technical skills include:
- Frontend: React / Vue / Angular;
- Mobile: Flutter / Kotlin / React Native;
- Backend: Node.js / Python / Java / .NET;
- Databases: PostgreSQL / MySQL;
- Architectures: REST API, microservices (optional); DevOps: Docker, CI/CD; data security practices.
Professional Competencies
The Consultant should demonstrate:
- strong communication and documentation skills;
- ability to work under tight deadlines;
- analytical and systems thinking.
The attention of interested Consultants (including firms) is drawn to paragraph 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers, September 2023 (“the Regulations”), setting forth the World Bank’s policy on conflict of interest.
