SELECTION OF CONSULTING FIRMS BY THE WORLD BANK GROUP REQUEST FOR EXPRESSION OF INTEREST (EOI) Electronic Submissions through WBGeProcure RFx Now ASSIGNMENT OVERVIEW Assignment Title: Development and Harmonization of E-Mobility Technical Standards and Regulations in Uzbekistan Assignment Countries: Uzbekistan ASSIGNMENT DESCRIPTION IFC is seeking a consulting firm to support the Government of Uzbekistan in developing and harmonizing technical standards, regulations, and quality infrastructure for the e-mobility sector. The assignment will focus on electric vehicles (EVs), batteries, and charging infrastructure, with the objective of aligning Uzbekistan's regulatory framework with international standards and best practices (including ISO, IEC, UNECE, and other relevant frameworks). The selected consultant will assess existing standards and institutional arrangements, identify regulatory and capacity gaps, develop recommendations and draft technical regulations, support stakeholder consultations, and contribute to regulatory impact assessments and implementation planning. The assignment is expected to strengthen regulatory transparency, improve safety and interoperability, facilitate private sector participation, and support Uzbekistan's transition to a sustainable and competitive e-mobility ecosystem. The assignment will support Uzbekistan's broader transition to a green and sustainable transport sector by establishing a modern regulatory framework for e-mobility. The consultant will work closely with government agencies and key stakeholders to review existing standards and regulations, benchmark international best practices, assess institutional and quality infrastructure capabilities, and develop a roadmap for the adoption and implementation of harmonized standards. The work will also include stakeholder consultations, regulatory impact assessments, and recommendations to strengthen testing, certification, and compliance systems for electric mobility technologies. Interested firms must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc. for firms; CV and cover letter for individuals). Please note that the total size of all attachments should be less than 5MB. Firms may associate to enhance their qualifications unless otherwise stated in the solicitation documents. Where a group of firms associate to submit an EOI, they must indicate which is the lead firm. If shortlisted, the firm identified in the EOI as the lead firm will be invited to the request for proposal (RFP) phase. Expressions of Interest should be submitted, in English, electronically through WBGeProcure RFx Now NOTES Following this invitation for EOI, a shortlist of qualified firms will be formally invited to submit proposals. Shortlisting and selection will be subject to the availability of funding. Only those firms which have been shortlisted will be invited to participate in the RFP phase. No notification or debrief will be provided to firms which have not been shortlisted.
