The Government of Vanuatu has received financing from the World Bank toward the cost of the
Pacific Islands Regional Oceanscape Program (PROP), and intends to apply part of the proceeds
for consulting services.
The consulting services (“the Services”) include establish, manage, and maintain the Project’s
financial management arrangements. Also ensuring compliance with Vanuatu Government and
World Bank financial requirements. The contract is full-time, an initial 6-month probation with
yearly extensions subject to satisfactory performance.
The Ministry of Fisheries, Ocean and Maritime Affairs (MFOMA) now invite eligible individuals
(“Consultants”) to indicate their interest in providing the Services. Interested Consultants should
provide information demonstrating that they have the required qualifications and relevant
experience to perform the Services (attach curriculum vitae with description of experience in
similar assignments, similar conditions, etc.). Firms’ staff may express interest through the
employing firm for the assignment and, under such situation, only the experience and
qualifications of individuals shall be considered in the selection process. The criteria for selecting
the Consultant are:
Essential criteria
A tertiary qualification in accountancy and finance and/or with a professional background
in financial management.
At least 5 – 10 years of experience as a project finance specialist, including at least 3
years in a similar role with a focus on financial and budget management.
Ability to prepare detailed financial reports and provide oversights on non-compliance
for remedial actions
At least 5 years of experience in Government of Vanuatu financial management or
similar systems, including knowledge of Vanuatu Tax Regulations.
Good writing skills with the ability to prepare accurate reports; fluency (oral and written)
in English is essential.
Desirable
Experience with donor-funded projects, especially projects involving international
financial institutions such as the World Bank.
Oral and written Bislama and/or French language skills.
Membership of a relevant professional organization.
Strong integrity, ethics, personal organizational skills, and ability to manage own
workload with tight timelines.

Good communication and interpersonal skills with the ability to make presentations to a
broad range of audiences.
The attention of interested Consultants (including firms) is drawn to paragraph 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers Seventh Edition September 2025 (“the Regulations”), setting forth the World Bank’s policy on conflict of interest.
