Assignment Title: Recruitment of Specialised Domain Content and Delivery Providers for Broadband and Telecommunications, Data Governance and Cybersecurity, and Green Digital
The Smart Africa alliance has received financing from the World Bank toward the cost of the Digital Transformation for Africa /Western Africa Regional Digital Integration Program - WARDIP) and intends to apply part of the proceeds for consulting services to hire consulting firm for the development of a Gender Inclusion Strategy and Action Plan to Increase Women’s Participation in ICT Policy Making and Governance.
The consulting services (“the Services”) includes to establish qualified specialized providers to support SADA in:
- developing specialised domain content, mainly for Levels 2 and 3 of the SADA Capacity Building Framework ;
- developing prerequisite content (level 1) where required and not already available in SADA;
- delivering advanced and specialist training through virtual instructor-led, blended, and in-person modalities;
- maintaining qualified expert pools in the assigned thematic lot(s);
- periodically refreshing and updating content during the contract period;
- supporting trainer orientation and preparation for downstream delivery consistency; and.
- transferring content-authoring, curriculum-design, and delivery-facilitation know-how to designated Smart Africa / SADA staff and, where identified, to national digital academies and partner institutions, in order to build long-term institutional capacity and reduce dependency on external providers beyond the framework period.

The Smart Africa alliance now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria will focus on specific experience of the firm in conducting relevant assignment, years of experience in core business and technical and Managerial capability of the firm.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” seventh Edition September 2025 setting forth the World Bank’s policy on conflict of interest. Available on:

Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A Consultant will be selected in accordance with the quality and cost best selection method set out in the world Bank Procurement Regulations.
