Project: 

  • To support Egypt in addressing infrastructure and operational challenges in the solid waste sector, the Central Bank of Egypt (CBE) has received financing from KfW in the form of a financial contribution toward the cost of the “National Solid Waste Management Programme - Phase III (NSWMP III – Financial Component)” (hereinafter referred to as “Project”). The Ministry of Environment (MoE) acts as the executing agency of the Recipient (hereinafter referred to as “PEA” or “Employer”). The Financial Cooperation component of NSWMP III builds on and complements Phases I and II. 

    The Programme aims to reduce environmental pollution from deficient waste management practices, and thus improve the living conditions of the population in the Project Regions and reduce greenhouse gas emissions from the waste sector. Phase III focuses on Qena and Gharbia Governorates, with a particular focus on the Greater Area of Qena City as well as Sadat City (Assiut Governorate may optionally be included). The purpose of the Project is to create the prerequisites for an environmentally and climate-friendly, sustainable municipal waste disposal system in the Project Regions.

    To achieve the intended Project impact, the following investment measures are envisaged:

  • Construction of a Mechanical Biological Treatment (MBT) facility serving the greater area of Qena City; and

  • Construction of a sanitary landfill for municipal waste serving the greater area of Qena City; and

  • Rehabilitation and/or closure of the existing landfill cells for Gharbia Governorate near Sadat City and construction of a landfill gas collection and treatment system; and

  • Optional: Construction of a sanitary landfill in Assiut Governorate; and

  • Optional: Construction of at least two transfer stations serving the MBT in Qena and at least two transfer stations serving an MBT in Assiut.

Requested Services: 

Ensure that:

  • all investment measures are prepared, designed and procured in an optimized manner, incorporating innovative technologies where appropriate and in compliance with international standards of quality and cost-efficiency; and
  • all construction works are implemented in line with required quality standards, within the agreed timelines and according to the allocated budget; and
  • all prerequisites for sustainable O&M of the facilities are established.
