Brief description of the Contract:

The Rural Infrastructure Development Program for Cambodia (the “Project” or “RID4CAM”) aims to promote pro-poor growth and improve the living conditions in the rural areas of the five project provinces Siem Reap, Kampong Thom, Battambang, Kandal and Preah Vihea by

  • climate resilient rehabilitation and upgrading of about 550 km of strategic rural roads,
  • rehabilitation of complementary tertiary rural roads,
  • construction of other small infrastructure with a high potential for promoting pro-poor local development (Off Road Measures (ORM)), and
  • enabling the project partners and the local population to appropriately maintain the new and improved infrastructure.

Requested Services

Besides assisting the PMU with all project planning and management related tasks, the Consultant is responsible for conducting socio-economic impact studies, supporting the screening, prioritization and selection of remaining road sections as well as the selection of Off-Road Measures (ORM) consisting of small-scale rural infrastructure located along the project road corridors. The Consultant shall prepare, design and implement the tender process (NCB) in compliance with Cambodian Standard Operating Procedures (SOPs), KfW Guidelines including bid evaluation and contract negotiation. The Consultant will be responsible for construction supervision and contract management support including defects. In terms of ESHS, the Consultant will be responsible for developing and implementing social and environmental safeguard instruments and conducting the respective monitoring, reporting and evaluation (MRE) throughout the project implementation phase. The Consultant shall assist the PEA in implementing selected capacity building activities and/or contracting suitable NGOs for the capacity building measures and implement capacity building programs and trainings. In terms of project administration, the Consultant shall support the PEA in financial management including administration of the disposition fund, regular reporting on physical and financial progress in accordance with the reporting schedule as well as any reports to be submitted to KfW, AFD and to the EU. The project implementation period is anticipated to be six (6) years starting in Q3 2020.
