Brief description of the Contract:

KfW intends to enter into a contract with the Government of the Republic of Uganda for the implementation of this project. Related Consultant services will be contracted by the MWE. The project objective is that “Settled and migrating livestock keepers have improved production base and drought resilience”. The project is to support remedying the core problem through investments in water storage infrastructure (earth dam, valley tanks), improvement of services for livestock producers, proper operation and maintenance (O&M) of infrastructure and sustainable watershed / water resources management. The foreseen project duration is 72 months, with a 4-year preparation and construction phase and a less consultingintensive 2-year O&M phase. This procurement is subject to the approval of the German Ministry for Cooperation and Development (BMZ) and the subsequent execution of the Financing Agreement. 

Requested services:

  • 1.Services of an internationally experienced consultantcompany are required to support the MWE as Implementation Consultant (IC) in the implementation of the project. The services of the IC are the subject of this prequalification notice.

  • 2. To reach the project’s objective and fulfil the social safeguard standards (participation, FPIC), technically the project (and thus the IC) has two main fields of action (apart from general project management tasks): a) Infrastructure and other investment activities (“engineering”);b) participatory processes (“soft measures and safeguards”)

Some of the services needed for project implementation shall be implemented directly by staff of the IC; others shall be tendered out to “service providers”, like NGOs, experts, national/international companies and other actors. The required IC services include, among others:

a) Initiation and implementation of a participatory process, presumably via contractors (e.g. NGOs), and supervision of their activities; this participatory process is anticipated to be of a long-term nature;

b) Detailed design of water storage infrastructure, elaboration of related tender documents for contractors;

c) Support to contracting of an independent social compliance auditor to audit safeguard activities;

d) Set-up of overall and annual work plans;

e) Financial and procurement management (financial plans, procurement plan, operations manual etc);

f) Elaboration of an appropriate O&M concept for the water storage infrastructure (funding and implementation);

g) Elaboration of Terms of Reference for ESIA/ESMP consultant, and supervision of related activities;

h) Supervision of contractor works;

i) Contracting of NGOs and other service providers for the implementation of soft measures and safeguards, and oversight/monitoring of their activities;

j) Guaranteeing the application and fulfilment of relevant KfW Guidelines; correspondent advice to MWE;

k) Contract management, project public relations, regular M&E, reporting, backstopping and other general issues.
