1.The Bosnia and Herzegovina, and Federation of Bosnia and Herzegovina through subsidiary agreement has received financing from the World Bank toward the cost of the Health Systems Improvement Project (HSIP), and intends to apply part of the proceeds toward payments under the contracts for procurement of Ambulance vehicles.
2.Federal Ministry of Health now invites sealed Bids from eligible Bidders for procurement of Ambulance vehicles:
LOT 1 –Emergency Ambulance: Procurement of 20 new units of Emergency Ambulance, in one or several batches, location of delivery is Sarajevo, Bosnia and Herzegovina. The period of delivery is within a minimum of 90 calendar days and a maximum of 180 calendar days from Contract signing.
LOT 2 - Hemodialysis vehicles: Procurement of 10 new units of Hemodialysis vehicles, in one or several batches, location of delivery is Sarajevo, Bosnia and Herzegovina. The period of delivery is within a minimum of 90 calendar days and a maximum of 120 calendar days from Contract signing.
3.Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” November 2020 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.
4.Bids will be evaluated in accordance with the evaluation process set out in the bidding documents. The following weightings shall apply for Rated Criteria (including technical and non-price factors): 30% and for Bid cost: 70%.
5.Interested eligible Bidders may obtain further information from Federal Ministry of Health, HSIP Project Implementation Team (PIT), Mr. Nedim Dafo and Ms. Iva Vidovi, email: nedim.dzafo@fmz.gov.ba; cc: iva.vidovic@fmz.gov.ba and inspect the bidding document during office hours from 10:00 to 13:00 hours at the address given below.
6.The bidding document in English may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of 100,00 BAM (convertible mark) or 50,00 EUR (euro). The method of payment will be:

7.Bids must be delivered to the address below on or before 15.09.2026. 11:00 hours local time. Electronic Bidding will not be permitted. Late Bids will be rejected. The outer Bid envelopes marked “Original Bid”, and the inner envelopes marked “Technical Part” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below on 15.09.2026. 11:15 hours local time. All envelopes marked “Second Envelope: Financial Part” shall remain unopened and will be held in safe custody of the Purchaser until the second public opening.
8. All Bids must be accompanied by a Bid Security of:

9. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
