Vorgesehen:

im Rahmen des o. g. Maharashtra-Programms für urbane Wasserversorgung, Abwasserentsorgung und Wiederverwendung werden Liefer-, Bau- und Consultingleistungen ausgeschrieben:

Komponente 1: Abwassersammlung und -behandlung
Komponente 2: Verbesserung der Wasserversorgung und Abwasserentsorgung
Komponente 3: Schlammmanagement und Kreislaufwirtschaft
Komponente 4: Institutionelle Stärkung städtischer Gebietskörperschaften (ULBs)
Komponente 5: Finanzielle Strukturierung und Mobilisierung privaten Kapitals

 

Consultingleistungen u. a.:

  • Förderung der Wiederverwendung für Zwecke ohne Trinkwasserqualität
  • Kapazitätsaufbau für die Projektplanung und -umsetzung
  • Stärkung der Betriebs- und Instandhaltungspraktiken (O&M) innerhalb der ULBs
  • Entwicklung von Systemen für das Asset-Management und Implementierung von Mechanismen zur Kostendeckung
  • Strukturierung von ÖPP-Projekten (DBOT-/Rentenmodelle)
  • Mittelbeschaffung durch Anleihen (gebündelt/einzeln) und Kredite unter Nutzung von Mischfinanzierungen (öffentlich + privat)
  • Aufbau von Systemen zur Einnahmengenerierung auf Basis der Wiederverwendung

Bauleistungen u. a.: 

  • Erweiterung der Abwassernetzinfrastruktur
  • Bereitstellung von Abwasseranschlüssen für Haushalte
    Bau neuer Abwasserkläranlagen, Systemaktualisierungen, um die neuen Normen zu erfüllen
  • Reduzierung der Nicht-Einnahmenwassermenge
  • Verbesserung der Instandhaltungsleistungen
  • Modernisierung der bestehenden Infrastruktur zur Steigerung der Effizienz
  • Wiederverwendung von gereinigtem Abwasser
  • Entwicklung von Infrastruktur zur Wiederverwendung (Pipelines, Entnahmesysteme) im Rahmen eines DBOT-Modells
  • Behandlung und Verarbeitung von Klärschlamm aus Kläranlagen
  • Umwandlung von Klärschlamm in Düngemittel/Bodenverbesserer
  • Energieerzeugung (Biogas) aus Klärschlamm

Lieferleistungen u. a.: 

  • Lieferung von gereinigtem Abwasser an die Industrie

The Government of Maharashtra intends to apply for financing in the amount of US$ 500 million equivalent from the World Bank toward the cost of the Maharashtra Urban WSS & Reuse Program, and it intends to apply part of the proceeds to payments for goods, works, non-consulting services and consulting services to be procured under this project. This project will be jointly financed by the Government of Maharashtra.

 

The project will include the following components

  1. Wastewater Collection & Treatment
    1. Expand sewerage network infrastructure & provide household sewer connections
    2. Construct new STPs and augment existing STP capacity
    3. Upgrade systems to meet discharge norms
  2. Water Supply & Sanitation Service Improvement
    1. Improve distribution systems for better coverage
    2. Reduce non-revenue water (NRW)
    3. Strengthen operation & maintenance systems
    4. Upgrade existing infrastructure for efficiency
  3. Reuse of treated wastewater
    1. Develop infrastructure for reuse (pipelines, offtake systems) under DBOT model
    2. Supply treated wastewater to industries and establish systems for reuse-based revenue generation
    3. Promote reuse for non-potable applications
  4. Sludge Management & Circular Economy
    1. Treat and process sludge from STPs
    2. Convert sludge into fertilizer/soil conditioner
    3. Generate energy (biogas) from sludge
  5. Institutional Strengthening of ULBs
    1. Build capacity for project planning and implementation
    2. Strengthen O&M practices within ULBs
    3. Develop asset management systems & implement cost recovery mechanisms
  6. Financial Structuring & Private Capital Mobilization
    1. Structure PPP projects (DBOT/annuity models)
    2. Raise funds through bonds (pooled/singular) and borrowings by leveraging blended finance (public + private)

 

Procurement of contracts financed by the World Bank will be conducted through the procedures as specified in the World Bank’s Procurement Regulations for IPF Borrowers (July 2016 revised September 2025) (Procurement Regulations), and is open to all eligible firms and individuals as defined in the Procurement Regulations. After project negotiations, the World Bank shall arrange the publication on its external website of the agreed initial procurement plan and all subsequent updates once it has provided a no objection.

 

Specific procurement notices for contracts subject to open international competitive procurement will be announced, as they become available, on the World Bank’s external website and www.mahatenders.org.
