SELECTION OF CONSULTING FIRMS BY THE WORLD BANK GROUPREQUEST FOR EXPRESSION OF INTEREST (EOI)Electronic Submissions through WBGeProcure RFx NowASSIGNMENT OVERVIEWAssignment Title: Operational Lessons from State Programs for Strengthening Health System Resilience and One HealthAssignment Countries: IndiaASSIGNMENT DESCRIPTIONThe World Bank is seeking a highlyqualified firm to support the synthesis of operational learning from ongoinghealth system resilience reforms in the Indian states of Kerala and Gujarat.These programs provide a unique opportunity to document and translate practicallessons on One Health (OH), antimicrobial resistance (AMR), surveillancesystems, laboratory networks, and preparedness into policy guidance andoperational tools with relevance for India and other federated health systemsglobally. Scope of AssignmentThe firm will work closely with state governments and the World Bank to:Assess and document implementation experience related to One Health, AMR, surveillance, laboratory systems, and preparedness initiatives in Kerala and Gujarat. Analyze institutional arrangements, coordination mechanisms, data systems, and operational bottlenecks, and identify lessons for scale-up and replication. Provide strategic technical support and implementation learning on multisectoral coordination, zoonotic disease surveillance, AMR stewardship, laboratory networking, and outbreak preparedness. Develop knowledge products including policy notes, case studies, operational guidance, toolkits, and synthesis reports to inform national and global learning. Required Qualifications and ExperienceFirms should demonstrate:Senior-level expertise in One Health, antimicrobial resistance, disease surveillance, laboratory systems, public health preparedness, or health system resilience. Proven experience translating implementation experience into policy guidance, operational tools, and knowledge products. Strong analytical, stakeholder engagement, and technical writing skills.Familiarity with World Bank-supported operations, implementation support, and results-based programs. Experience working with subnational health systems in India or other federated settings. Interested candidates are invited to submit their expression of interest highlightingtheir relevant experience and suitability for the assignment.
