Vorgesehen:

im Rahmen des o. g. indonesischen Nahverkehrsprojekts (MASTRAN), dessen Ziel darin besteht, die kritischen Mobilitätsbedarfe und die Bewohnbarkeit indonesischer Städte zu verbessern, werden Liefer-, Bau- und Consultingleistungen ausgeschrieben:

  • Komponente 1: institutionelle Entwicklung, Kapazitätsaufbau und technische Unterstützung, um das Transportministerium (MoT) und subnationale Regierungen bei der Umsetzung des MASTRAN-Projekts zu unterstützen. Zudem umfasst diese Komponente Projektmanagement sowie technische Unterstützung für die zwei Bus-Rapid-Transit-(BRT-)Demonstrationsprojekte

  • Komponente 2: Demonstration von Infrastrukturprojekten im Personenverkehr in ausgewählten städtischen Gebieten zur Umsetzung sicherer, resilienter, grüner und integrierter Nahverkehrsprojekte in der Metropolregion BBMA und in Mebidang

The Government of Indonesia has received financing in the amount of US$223 million equivalent from the World Bank toward the cost of the Indonesian Mass Transit Project (IMTP), and it intends to apply part of the proceeds to payments for goods, works, consulting services and non-consulting services to be procured under this project.

The Ministry of Transport (MoT) as the Implementing Agency will implement the Indonesia Mass Transit Project (MASTRAN) with a view to addressing the critical mobility needs of Indonesian cities and improving livability. The Project will cover institutional and capacity development and assistance with the development of a national program of assistance for mass transit in Indonesian cities, and investments in road-based mass transit systems in Bandung Basin Metropolitan Area (BBMA) and Mebidang (Kota Medan, Kota Binjai, Deli Serdang Regency).

The proposed MASTRAN will be the first phase of the national assistance program. It will help to finalize the program design, develop a pipeline of projects for the program, build institutional capacity and, through the implementation of select good practice mass transit systems, will have the necessary demonstrational impact for its scale up and to achieve more livable cities in Indonesia

The project will include of two components: (i) Component I: Institutional Development, Capacity Building and Technical Assistance activities to support the MoT and sub-national governments to roll out IMTP. It will also include project management and technical support to the two demonstration BRT projects; and (ii) Demonstration Mass Transit Systems in Selected Urban Areas. This component will support the implementation of safe, resilient, green and integrated mass transit projects in BBMA and Mebidang.

Procurement of contracts financed by the World Bank will be conducted through the procedures as specified in the World Bank’s Procurement Regulations for IPF Borrowers, as of November 2020 (Procurement Regulations), and is open to all eligible firms and individuals as defined in the Procurement Regulations. After project negotiations, the World Bank shall arrange the publication on its external website of the agreed initial procurement plan and all subsequent updates once it has provided a no objection. The agreed procurement plan should also be published on the MoT’s website.

Specific procurement notices for contracts subject to open international competitive procurement will be announced, as they become available, on the World Bank’s external website and MoT’s website, while for national open competitive procurement, SPN will be published in government e-procurement system.  Rated criteria will be required for evaluation of bids under international competitive procurement.
