Assignment Title: Environmental and Social Management System (ESMS) Experts (Lead & Institutional Specialist)

The PT PLN (Persero) has received financing from the World Bank toward the cost of the Indonesia Sustainable Least-Cost Electrification 2 and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) include Lead & Institutional Specialist in Environmental and Social Management System for 1 (one) year and the extension is possible if required from November 01, 2026.
The detailed Terms of Reference (TOR) for the assignment can be obtained at the address given below.
The PT PLN (Persero) now invites eligible individuals (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (attach curriculum vitae with description of experience in similar assignments, similar conditions, etc.). Firms’ staff may express interest through the employing firm for the assignment and, under such situation, only the experience and qualifications of individuals shall be considered in the selection process. The criteria for selecting the Consultant are:
- Bachelor’s degree in Environmental Engineering, Natural Sciences, Social Sciences,Environmental or Social Management, Development studies, or a related field. A Master’s degree is preferred.
- Minimum ten (10) years of directly relevant experience in environmental, health and safety (EHS) and social management, including experience as a Project Manager and/or Coordinator, preferably within the energy sector and involving construction activities, in both urban and rural settings.
- At least five (5) years of experience in the development and/or implementation of Environmental and Social Management Systems (ESMS) or Occupational Health and Safety Management Systems (OHSMS), or a combination of experience in program management, powerplant & operations management, and EHS and social compliance.
- At least ten (10) years of experience working on the application of international environmental, health, and safety (EHS) and social standards in project planning and implementation of infrastructure projects, including conducting E&S screening and due diligence, under frameworks such as the World Bank’s ESF, ADB’s Safeguard Policy Statement, and the IFC’s PS for infrastructure projects. Experience in energy projects is an advantage.
- At least ten (10) years of experience in international development, working with large international organizations and/or government agencies on environmental and natural resource management issues.
- Relevant training and professional certification in environmental, social, and/or occupational health and safety issued by a certification body authorized by the Government of Indonesia (including the Ministry of Manpower for OHS certification) and/or other nationally or internationally recognized institutions.
- At least three (3) years of experience as a team leader, communicator and facilitator of complex institutional processes with a capacity to mediate between different types of function within organizations and to work effectively with high-level decision makers.
The attention of interested Consultants is drawn to Section III, paragraphs 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers dated November 2025 (“the Regulations”), setting forth the World Bank’s policy on conflict of interest.
