Anticipated Award Type

F4J anticipates awarding a Fixed Price Purchase Order.

Issuance of this RFP in no way obligates F4J to award a subcontract or purchase order and offerors will not be reimbursed for any costs associated with the preparation of their bid.

At its discretion, F4J may issue one, multiple or no awards related to this solicitation.

Basis for Award

Only firms shortlisted through the preceding Expression of Interest (EOI) process are invited to submit proposals under this Request for Proposals (RFP). Technical qualifications, corporate experience, and organizational capacity were evaluated during the EOI stage based on the published shortlisting criteria. Accordingly, this RFP focuses on the evaluation of each Offeror's proposed methodology, technical approach, proposed key personnel (where different from those presented during the EOI), and financial proposal using the Trade-Off Method.
