Vorgesehen:
im Rahmen des o. g. Projekts zur Stärkung des Sozialschutzes für eine verbesserte Widerstandsfähigkeit, Inklusion und Zielorientierung (SSPIRIT) werden Consultingleistungen ausgeschrieben:
Komponente 1: Einführung und Umsetzung eines dynamischen Sozialregisters (DSR); Stärkung des Managements von Geldtransfer- und Existenzsicherungsprogrammen; Verbesserung der Informationsmanagementsysteme, Kapazitätsaufbau und Reichweite
Komponente 2: Stärkung von Geldtransferprogrammen für Arme hinsichtlich der Angemessenheit der Leistungen, bürgerzentrierter Dienstleistungserbringung für vulnerable Gruppen sowie der Bereitstellung von Bargeld-plus-Interventionen für ältere Menschen und Menschen mit Behinderungen
Komponente 3: Ausweitung der Existenzsicherung, um die Eigenständigkeit armer Gemeinschaften durch verbesserte Initiativen zur wirtschaftlichen Eingliederung zu stärken
Komponente 4: Krisenvorsorge und Soforthilfe.

The People’s Republic of Bangladesh has received financing in the amount of US$ 200 million equivalent from the World Bank toward the cost of the “Strengthening Social Protection for Improved Resilience, Inclusion and Targeting (SSPIRIT)” Project, and it intends to apply part of the proceeds to payments for goods, works, non-consulting services and consulting services to be procured under this project.
The project will include the following components:
Component 1 will support establishment and roll-out of a DSR and will finance i) the establishment of a DSR Implementation Unit at Department of Social Services (DSS) and a Coordination Unit at Finance Division (FD), ii) strengthening program administration for DSS cash transfer and livelihoods programs, iii) enhancing MIS systems, capacity building, and outreach. iv) conducting regular assessments and surveys for effective program management.
Component 2 will support strengthening cash transfer programs for the poor in (i) Benefit Adequacy :Incentivizing increase in benefit levels commensurate to the poverty line, and creating a standardized benefit adequacy framework for future program budgeting and revision of allowance amounts for the selected cash transfer programs at DSS (ii) Citizen centric frontline delivery: Augmenting capacity of the frontline cadre of social workers to serve vulnerable groups, use the DSR for case management of ultra-poor, and create a standard beneficiary feedback loop (iii) Cash plus interventions for elderly and persons with disabilities:
Component 3 will support expansion of livelihoods support for the poor to enhance the self-reliance of poor communities by improving economic inclusion initiatives leveraging the Dynamic Social Registry for better targeting and outreach.
Component 4 will support contingent emergency response.
Some of the key activities to be undertaken under the project include, but not limited to, the following:
Works- There is no high-value works package.
Goods- There is no high-value goods package.
Services-
- Selection of consulting firm for development of a Management Information System (MIS) of Dynamic Social Registry System (DSR) of DSS, estimated cost of $2.500 million under Quality and Cost Based Selection (QCBS) method.
- Selection of consulting firm for Implementation Support firm for Cash Plus Interventions, estimated cost of $ 1.916 million under Quality and Cost Based Selection (QCBS) method.
- Selection of consulting firm for Livelihood program support of DSS, estimated cost of $ 3.583 million under Quality and Cost Based Selection (QCBS) method.
- Selection of consulting firm for upgradation / Development of DSS livelihood Programs System (RSS, RMC, Burn Victim & UCD), estimated cost of $ 1.416 million under Quality and Cost Based Selection (QCBS) method.
- Selection of consulting firm for Outreach, DSR registration & application support, estimated cost of $ 3.341 million under Quality and Cost Based Selection (QCBS) method.
Non-consulting Services- There is no high-value non-consulting services package.
Procurement of contracts for Goods, Works, Non-Consulting and Consulting Services, under Investment Project Financing (IPF) financed by the World Bank will be conducted through the procedures as specified in the World Bank’s Regulations: “Procurement Regulations for IPF Borrowers-” Sixth Edition, February 2025 (Procurement Regulations), and is open to all eligible bidders as defined in the Regulations.
Specific procurement notices for contracts to be procured under the project will be announced, as they become available, on the World Bank External website, and in the local newspapers having wider circulation.
Prequalification of suppliers and contractors, if required and other methods of selection will be specified in the SPNs for any specific contract following the regulations.
