- The Government of the Republic of Ghana has received financing from the World Bank towards the cost of the Ghana Market Access and Connectivity Project (GMACP), and intends to apply part of the proceeds for consulting services for the four (4) separate assignments: Cluster 1A (Consulting Services for Design Review, Construction Supervision and Service Level Maintenance Contract Supervision for Savannah Region in Ghana); Cluster 1B (Consulting Services for Design Review, Construction Supervision and Service Level Maintenance Contract Supervision for Savannah (North Gonja), Upper West and Northern Regions in Ghana); Cluster 2A (Consulting Services for Design Review, Construction Supervision and Service Level Maintenance Contract Supervision for Oti and Volta (Hohoe and Kpando) Regions in Ghana) and Cluster 2B (Consulting Services for Design Review, Construction Supervision and Service Level Maintenance Contract Supervision for Volta and Eastern (Asuogyaman) Regions in Ghana).
This REOI is for the above-mentioned Cluster 1B.
The primary objective of this assignment is to ensure that all civil works and maintenance services are executed in full compliance with approved designs, technical specifications, contract conditions, environmental and social safeguards, World Bank Environmental, Health, and Safety (EHS) Guidelines and all other applicable World Bank requirements.
2. The consulting services (“the Services”) include the following among others:
i. Review of detailed designs and related documents for the various lots in cluster 1B.
ii. Supervision of the various groups of road lots in cluster 1B
iii. Monitoring during the defect liability period of the constructed roads.
iv. Supervision of service-level maintenance contracts for the respective constructed roads by the client in cluster 1B.
The implementation period and estimated level of effort (professional person-months) for Key Staff for the assignments is as detailed below:

3. Eligibility Requirement for the Assignment
The Ministry of Roads and Highways (MRH), acting through the Department of Feeder Roads, now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:
(a) Minimum Mandatory Requirements (pass/fail):
- Core business in providing consulting services for road infrastructure projects, including design, supervision, and performance-based maintenance management.
- Minimum of ten (10) years of continuous business in providing consulting services for road infrastructure projects, including design, supervision, and maintenance management.
- Evidence of experience in at least three (3) road infrastructure consulting assignments of similar scope and complexity (design/design review and construction supervision) completed within the last ten (10) years.
- Evidence of experience in at least one (1) road infrastructure consulting assignment of similar scope and complexity (performance-based maintenance management) completed within the last ten (10) years.
- Demonstrate prior experience and knowledge in applying FIDIC Conditions of Contract.
- Experience in applying good Environmental and Social standards and practices to project management and supervision. Experience and knowledge of the Multilateral Development Banks’ Environmental and Social Framework(s) (ESF), including Environmental, Health, and Safety (EHS) Guidelines, Gender-Based Violence (GBV), Sexual Exploitation and Abuse/Sexual Harassment (SEA/SH) prevention and response requirements.
(b) Desirable qualifications and experience (added advantages):
- Experience working in Sub-Saharan Africa, given the specific geographical, climatic, and social contexts.
- Experience with World Bank-funded or other multilateral/bilateral development bank-funded projects.
Key Experts will not be evaluated at the shortlisting stage.
The attention of interested Consultants is drawn to paragraphs 3.14, 3.16, and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers, the Seventh (7th) Edition, September 2025 (“the Regulations”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. The Joint Venture/Sub-consultancy agreement or letter of intent to form a joint venture/a sub-consultancy association signed by every participating member shall be submitted with the Expression of Interest (EOI).
4. Submission of Expression of Interest
Interested firms must organize their Expression of Interest in the following order:
Chapter 1
- Company Profile
- Legal Status (Certificate of Incorporation)
- Letter of intent or Agreement to form a joint venture and/or a sub-consultancy
- Organizational chart, a list of Board of Directors, and beneficial ownership.
Chapter 2
- Evidence of experience in at least three (3) road infrastructure consulting assignments of similar scope and complexity (design/design review and construction supervision) completed within the last ten (10) years.
- Evidence of experience in at least one (1) road infrastructure consulting assignment of similar scope and complexity (performance-based maintenance management) completed within the last ten (10) years.
- A summary of assignments undertaken in Sub-Saharan Africa given the specific geographical, climatic, and social contexts, giving the client’s name and the year in which the assignment was carried out
Chapter 3
- Experience in World Bank-funded or other multilateral/bilateral development bank-funded projects.
- Experience in applying good Environmental and Social standards and practices to project management and supervision, and in assignments involving Multilateral Development Banks’ Environmental and Social Framework(s) (ESF), including Environmental, Health, and Safety (EHS) Guidelines, Gender-Based Violence (GBV), Sexual Exploitation and Abuse/Sexual Harassment (SEA/SH) prevention and response requirements.
The document must be properly paged, and a table of contents provided.
Consultants will be selected in accordance with the Quality and Cost-Based Selection (QCBS) method set out in the World Bank Procurement Regulations.

Expression of Interest by Engineering Consulting Firms in more than one assignment is permitted. A Consulting firm may be considered for multiple assignments, provided it demonstrates adequate technical, managerial, and staffing capacity to supervise all assigned contracts concurrently without compromising quality, responsiveness, or contract administration performance.
