SELECTION OF CONSULTING FIRMS BY THE WORLD BANK GROUP REQUEST FOR EXPRESSION OF INTEREST (EOI) Electronic Submissions through WBGeProcure RFx Now ASSIGNMENT OVERVIEW Assignment Title: Circular Resource Recovery Blueprint for EMDE Mining (Brazil, Chile, Guinea) Assignment Countries: Brazil Chile Guinea ASSIGNMENT DESCRIPTION The global energy transition is driving unprecedented demand for minerals, and with it a growing volume of waste across mining operations in Emerging Market and Developing Economies (EMDEs). Alongside mineral waste, mines generate substantial non-mineral waste, such as tires, plastics, pallets, and scrap metal, much of which is sent to disposal rather than recovered. Managed collaboratively across neighboring operations, these materials represent an opportunity to reduce cost and environmental impact, recover value, and support local enterprise and jobs. The World Bank Group is seeking a qualified consulting firm to develop a practical, replicable proof-of-concept blueprint for a collaborative, multi-mine circular resource recovery facility in EMDEs. The blueprint will be grounded in desk-based analysis and targeted stakeholder engagement across three EMDEs (Brazil and Chile in Phase 1, and Guinea in Phase 2), and will be designed to be scalable and adaptable to other EMDE contexts. The assignment runs for a period of up to 12 months and is delivered in two phases through six sequential activities. For each country, the consultant will produce a baseline assessment of priority non-mineral waste streams and mining clusters; a facility concept with an indicative economic model; SME and local economic development opportunities, including basic business plans; and public-sector policy recommendations. These country-level findings will be synthesized into a single blueprint and a set of knowledge products, including an executive summary, presentation, infographics, and a public webinar. The approach builds on established methodologies for multi-mine circular resource recovery; the consultant may propose alternative or complementary approaches better suited to the EMDE context. The assignment requires demonstrated expertise in circular economy and waste valorization, the mining sector, EMDE market contexts, techno-economic and financial analysis, and SME and local economic development. FUNDING SOURCE The World Bank Group intends to finance the assignment / services described below under the following: BB: Bank Budget ELIGIBILITY Eligibility restrictions apply: NONE SUBMISSION REQUIREMENTS The World Bank Group invites eligible firms to indicate their interest in providing the services. Interested firms must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc. for firms; CV and cover letter for individuals). Please note that the total size of all attachments should be less than 5MB. Firms may associate to enhance their qualifications unless otherwise stated in the solicitation documents. Where a group of firms associate to submit an EOI, they must indicate which is the lead firm. If shortlisted, the firm identified in the EOI as the lead firm will be invited to the request for proposal (RFP) phase. Expressions of Interest should be submitted, in English, electronically through WBGeProcure RFx Now NOTES Following this invitation for EOI, a shortlist of qualified firms will be formally invited to submit proposals. Shortlisting and selection will be subject to the availability of funding. Only those firms which have been shortlisted will be invited to participate in the RFP phase. No notification or debrief will be provided to firms which have not been shortlisted.
