Assignment Title: Consultant to Enhance the Existing GWIS and Implement a Food Security Information System (FSIS) within water.igad.int under the Horn of Africa Groundwater for Resilience (HoA GW4R) Program

The Intergovernmental Authority on Development (IGAD) has received additional financing from International Development Agency (IDA) the Food systems resilience program for Eastern and Southern Africa Phase 1 to scale-up Digital Agro-Climate Advisory Services and intends to apply part of the proceeds of this Grant to payments under this contract: Consultant to Enhance the Existing GWIS and Implement a Food Security Information System (FSIS) within water.igad.int under the Horn of Africa Groundwater for Resilience (HoA GW4R) Program.

The objective of the assignment:

The overall objective of this consultancy is to Enhance the performance and functionality of the existing GWIS at water.igad.int and implement a comprehensive Food Security Information System (FSIS) as an integrated component within the existing GWIS platform

The specific objectives of the assignment are:

The specific objectives are to:

• Conduct a thorough assessment of the existing GWIS at water.igad.int and identify performance optimization opportunities
• Enhance the current database structure to accommodate agricultural and food security data
• Implement the FSIS functionality within the existing GWIS platform, ensuring seamless integration
• Design and develop additional GIS capabilities specific to food security monitoring
• Ensure interoperability with other relevant systems, particularly ICPAC Drought Watch & Agricultural Watch
• Develop user manuals and technical documentation for the enhanced system
• Facilitate capacity-building workshops and training sessions for IGAD staff
• Provide technical support and maintenance during the implementation phase
• Develop a monitoring and evaluation framework to assess the effectiveness of the integrated system
• Support other FSRP initiatives/activities implemented as required.

1. Minimum Consultant’s qualifications and experience requirements
   1. Advanced degree in Computer Science, Information Technology, Software Engineering, GIS, Data Science, Information Systems or related discipline.

1. Minimum 10 years of professional experience in the design and implementation of Information Systems, GIS-enabled platforms, database management systems, web applications and system integration.
2. Experience in PostgreSQL/PostGIS, Linux Server Administration, GIS, Web Development, API Integration, Database Design, Capacity Building and Technical Documentation.
3. Strong communication and facilitation skills, with experience in conducting capacity-building workshops and trainings.
4. GIS skills applied to spatial data analysis.
5. Fluency in English, with knowledge of other regional languages considered an asset.
6. The Consulting Services Contract is expected to be for a period of Twelves (12) calendar months from the date of commencement.
7. The Intergovernmental Authority on Development (IGAD) now invites individuals to express their interest in providing the services. Interested individuals must provide information indicating that they are qualified to perform the services (attach curriculum vitae (CV), copies of documentary evidence of Academic qualifications, and Professional Qualifications.
8. An Individual Consultant will be selected in accordance with the Selection of Individual Consultants method set out in the World Bank’s Procurement Regulations for IPF Borrowers dated November 2020 (Regulations).
