Consultancy Services for Implementation Support and Works Supervision for Output and Performance Based Roads Contracts under the Cambodia Regional Connectivity Improvement (CRCI) Project

(Firms Selection, Reference No. KH-CRCI-MPWT-QCBS-01)

1. The Ministry of Public Works and Transport (MPWT) of the Royal Government of Cambodia (RGC) has applied for financing support from the World Bank's (WB) International Development Association (IDA) to implement the Cambodia Regional Connectivity Improvement Project (CRCI) with and duration of six (6.5) years starting in early 2027. The CRCI consists of the following 4 components:

Component 1: Road Corridor Improvement

Component 2: Institutional Capacity Strengthening in Logistics and Trade Facilitation

Component 3: Phase 1 Project Management and Phase 2 Preparation

Component 4: Contingent Emergency Response

MPWT is responsible for overall technical supervision, execution and management of the Project.

The CRCI seeks to enhance transport connectivity along Cambodia’s segment of Asian Highway 21 (AH21), a key east-west corridor linking Cambodia and Viet Nam. Upgrading this section will promote economic growth in Cambodia’s northeastern provinces and strengthen trade relations with neighboring countries. The project aims to improve community road access to essential services, including health centers, referral hospitals, schools, and markets, by upgrading climate-resilient national roads. Additionally, it will lower transportation costs and mitigate risks of road disruptions, thereby supporting the efficiency of agricultural supply chains and promoting tourism development within the project area. The CRCI will use the Output and Performance Based Road Contract (OPBRC) approach to support upgrades, climate resilience, safety, and maintenance for parts of NR 64, NR 62, all of NR 9, and sections of NR 7.

2. The scope of services sought under this REOI covers Implementation Support and Works Supervision (ISWS) for activities associated with Component 1 (the civil works component), which includes the following tasks:

a) Supervision of four OPBRC packages of road rehabilitation work of 247km, covering NR 64 (chainage km 0 to km 92), NR 62 (chainage km 92 to km 112), and NR 9 (chainage km 113 to km 246), including ground works for the future installation of high-speed optical cable.

b) Monitoring the maintenance services of four OPBRC packages of 247km over full 4-year duration of the contract’s maintenance phase.

c) Provision of implementation and supervision support and related technical capacity building activities and provide Institutional Development and Project Management Support to MPWT.

The Rehabilitation Works for Phase 1 will be divided into four OPBRC packages, commencing at kilometer 19+800 of NR 64. The route traverses the eastern side of Siem Reap Province, connects to the NR62 section, covers the entire NR 9 in Preah Vihear Province, and proceeds to the NR7 section in Stung Treng Province.

The OPBRC contracts extend over a period of 6.5 years, comprising 2.5 years (30 months) allocated for rehabilitation activities, followed by 4 years (48 months) dedicated to maintenance.

The ISWS Consultant is expected to start the assignment in parallel with the first OPBRC Contractor, which is planned to be awarded by February 2027 and finalize the services after completion of 78-month period. The detailed Terms of Reference (TOR) for the assignment can be obtained at the address given below.

3. The CRCI now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

(i) Years of relevant experience (30%): The firm shall have at least ten (10) years of experience in supervising road improvement, rehabilitation, or construction works, and at least five (5) years of experience in supervising road maintenance works; such experience in Cambodia or other Southeast Asia countries is an advantage;

(ii) Experience in large road supervision contracts (35%): The firm shall have successfully completed at least three (3) assignments of comparable scope within the past ten (10) years, involving implementation support and/or supervision of road works with a civil works contract value of at least US$6.0 million each; Experience on at least two (2) projects financed by multilateral development banks or other international development partners is required.

(iii) Experience in supervising OPBRC (35 %): The firm shall have experience in comparable implementation support and supervision services (ISWS) for at least two (2) contracts involving road works and maintenance under design & build forms of contract (e.g., DBMOT, DBFOT, BOT, BOOT) or performance-based contracts; experience in ISWS for Output- and Performance-Based Road Contracts (OPBRC) is a strong advantage.

For each of the three criteria above, Consultants shall list relevant contracts separately, with a maximum of 15 contracts per criterion. If more than 15 references are submitted for any criterion, only the first 15 will be considered. No specific template is required for Contract/Project Data Sheets; however, each data sheet shall provide sufficient information for evaluation against the relevant criterion, including contract period, amount in USD equivalent, type of association such as joint venture or sub-consultancy and the applicant firm’s participation percentage, type of road contract supervised, financier, country, and a brief description of services. Consultants are responsible for providing complete information; no clarifications will be sought during evaluation.

Experience of sub-consultants and incomplete assignments will not be considered. References without dates or sufficient project details will not be counted. Qualifications of Key Experts or proposed staff will not be evaluated at the shortlisting stage. EOIs shall be submitted in English, and only shortlisted Consultants will be invited to submit full technical and financial proposals.

Firms shall provide evidence of satisfactory performance from previous clients for the assignments listed in the EOI, such as client performance reports and contact details. Consultants may associate with other firms to strengthen their qualifications but must clearly state whether the association is a joint venture and/or sub-consultancy. If selected as a joint venture, all partners shall be jointly and severally liable for the entire contract.

5. Attention of interested Consultants is drawn to paragraphs 3.14, 3.16 and 3.17 of the World Bank’s Regulations - Procurement in Investment Project Financing - Goods, Works, Non-Consulting and Consulting Services (February 2025 edition), setting forth the World Bank’s policy on conflict of interest.

6. A consulting firm will be selected using the Quality- and Cost-Based Selection (QCBS) method in accordance with the applicable World Bank Procurement Regulations. Based on the submitted EOIs and the criteria above, five to eight best-qualified firms or associations will be shortlisted and invited to participate in the next stage of competition.
