1. The International Centre of Insect Physiology and Ecology (icipe) has received financing from the World Bank towards the Accelerating Innovation and Catalyzing Capacity for Resilience in Africa (AICCRA-FSRP IV) Project and intends to apply part of the proceeds for consulting services.

2. The consulting services (“the Services”) include the Program Officer assignment.  This Consultant shall work for an initial period of Twenty-four (24) calendar months from contract commencement date, but the period is subject to extension based on AICCRA-FSRP IV Project needs, funds availability, and satisfactory performance.  The objective of the assignment is for the Program Officer to provide program coordination, technical, administrative and logistical support to the AICCRA-FSRP IV Project Implementation Unit (PIU). This is intended to strengthen project coordination and implementation capacity by supporting planning, implementation, monitoring, reporting, stakeholder engagement, and day-to-day project operations, thereby ensuring the efficient delivery of project activities in accordance with project objectives and donor requirements.

4.  The International Centre of Insect Physiology and Ecology now invites eligible individual consultants (“Consultants”) to indicate their interest in providing the Services. Interested Consultants must provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. (cover/application letter summarizing the relevant experience and indicating its relevance to the assignment, detailed curriculum vitae (CV), copies of documentary evidence of academic qualifications, experience, professional qualifications). 

The shortlisting criteria are:

4.1 A minimum Bachelor’s degree in business administration, Management, Social Sciences, or a closely related discipline.

4.2 A postgraduate qualification in a relevant field is an added advantage.

4.3 Minimum of 5 years of professional experience in program administration, executive office management, or operations support in an international development, research, or multilateral organization setting.

4.4 Demonstrated experience providing administrative and logistical support for donor-funded projects is required.

4.5 Demonstrated experience supporting monitoring and evaluation (M&E) processes for donor-funded projects is required

4.6 Experience working in a multi-country or multi-partner programme environment is an advantage.

4.7 Demonstrated experience in program coordination, office administration, and logistical management in an international development or research organization setting.

4.8 Strong organizational and time management skills, with the ability to manage multiple priorities and deadlines simultaneously in a fast-paced environment.

4.9 Proficiency in MS Office applications, including Word, Excel, PowerPoint, and Outlook, and experience with project management and collaboration tools.

4.10 Experience coordinating and managing logistics for high-level meetings, workshops, and events involving diverse international stakeholders.

4.11 Sound understanding of administrative and financial procedures in donor-funded project environments, including travel advances, payment processing, and procurement support

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” First Published July 2016 and Revised Sixth Edition February 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
