Vorgesehen:

Africa50 has received financing from the World Bank toward the cost of the Mission 300 Patient Capital Facility (M300 PCF) Project and intends to apply part of the proceeds for consulting services.

The consulting services include the recruitment of a Monitoring and Evaluation (M&E) Specialist (Individual Consultant) for a period of thirty-six (36) calendar months from the contract commencement date. The Consultant will initially be contracted for twelve (12) calendar months. The duration of the contract will be extended for a further two periods of twelve (12) calendar months based on the Consultant's satisfactory performance. The objective of the assignment is to support Africa50 in designing, operationalising and managing the Project's Monitoring and Evaluation (M&E) Framework, including the development of methodologies, reporting systems, data verification processes, and the functional and technical requirements for the digital Monitoring, Reporting and Verification (D-MRV) system, in support of the implementation of the Mission 300 Patient Capital Facility (M300 PCF).

Africa50 now invites eligible individual consultants ("Consultants") to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (cover letter summarizing the relevant experience and indicating its relevance to the assignment, detailed curriculum vitae (CV), copies of documentary evidence of academic qualifications, experience, professional qualifications, and registration/licensing with professional bodies, where applicable). The shortlisting criteria are:
A minimum of a Bachelor's degree in Statistics, Economics, Development Studies, or a relevant quantitative field.
A minimum of 7 years of general experience in designing and implementing M&E systems for development projects, preferably those financed by International Financial Institutions (IFIs) like the World Bank.
A minimum of three (3) years of specific experience in M&E for projects involving private sector investments, infrastructure, or the energy sector (particularly DRE/off-grid), preferably those financed by International Financial Institutions (IFIs) such as the World Bank or similar institutions.
Professional registration with a relevant body and a valid practicing license, where applicable.
Excellent analytical skills, attention to detail, and ability to translate complex data into clear reports.
Fluency in English (written and spoken) is required.

The attention of interested Consultants is drawn to Section III, paragraphs 3.14, 3.16, and 3.17 of the World Bank's Procurement Regulations for IPF Borrowers, Fifth Edition, February 2025 ("Procurement Regulations"), setting forth the World Bank's policy on conflict of interest.
