1. The Government of Samoa has received financing from the World Bank toward the cost of the Pacific Region Preparedness, Adaptation and Resilience - Samoa (PREPARE-Samoa) Project and intends to apply part of the proceeds for the following consulting services.
2. The consulting services ("the Services") include the preparation of a Township Plan, Sustainable Management Plan and a Strategic Environmental and Social Assessment for Salelologa under the PREPARE-Samoa Project. This will complement the broader urban planning framework of the Government of Samoa by guiding the physical and sustainable development of Salelologa in line with existing land uses and existing government priorities and policies. The scope includes technical analysis, preparation of the above-mentioned plans, and stakeholder consultations. The duration of this consultancy is expected to be carried out for 15 months under a lump-sum contract.
3. The Services will include, among other tasks, preparation of an inception report and literature review; SESA scoping report; communications and engagement plan; spatial and economic analysis; draft and final SESA; draft and final Slelologa Township Plan; draft and final Sustainable Management Plan; stakeholder consultations; validation workshops; capacity building and knowledge transfer; and finalization of the plans for client approval.
4. 6. The Ministry of Works, Transport and Infrastructure now invites eligible consulting firms ("Consultants") to indicate their interest in providing the Services. Interested Consultants should provide sufficient information demonstrating that they have the required qualifications and relevant experience to perform the Services. Consultants should not submit technical or financial proposals at this Expression of Interest stage.
7. The shortlisting criteria and scoring are listed in the table below.

8. The attention of interested Consultants is drawn to paragraph 3.14, 3.16 and 3.17 of the World Bank's Procurement Regulations for IPF Borrowers dated September 2025 (“the Regulations"), setting forth the World Bank's policy on conflict of interest.
9. Key Experts will not be evaluated at the shortlisting stage. Consultants should therefore focus their Expressions of Interest on firm-level qualifications and relevant experience. Key Experts and detailed technical methodology will be evaluated at the Request for Proposals stage.
10. Interested Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture ("JV") and/or a sub-consultancy. In the case of a JV, all partners in the JV shall be jointly and severally liable for the entire contract, if selected. During the evaluation of EOIs, only the leading firm's experience will be used to evaluate eligible consultants. Unless a JV intention is declared by both parties, any sub-consultants' or sub-partners' experience will not be evaluated at the EOI stage.
11. A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the Regulations.
12. EOIs must be no longer than 30 pages and must be delivered in a written form to the address below (in person, or by mail, or by fax, or by e-mail) by no later than 11am local time, Monday 24th August, 2026. It may also be submitted electronically via the Ministry of Finance's Tender Link Portal: http://portal.tenderlink.com/mof_samoa/. Late submissions will not be considered.
