  1. The Ministry of Agriculture and Food Security has received financing from the World Bank toward the cost of the Food Systems Resilience Program (FSRP 2) and intends to apply part of the proceeds toward payments under the contracts for Construction of 1,500 Hectares of water management small irrigation infrastructure systems in selected Integrated Landscape Management (ILM) sites (600ha Kholifa Mamuntha/Mayosso Chiefdom, Magbass Village, Mayaths Section – Tonkolili District; 100ha Konike Barina Chiefdom, Makali Village, Kunike Barina Section – Tonkolili District; 400ha Kamajei Chiefdom, Yoni Village, Senehun Section – Moyamba District; 400ha Jong Chiefdom, Mogbakie Village, Sopan-Cleveland Section – Bonthe District).

 

  1. The Ministry of Agriculture and Food Security now invites sealed Bids from eligible Bidders with minimum of five (5) years of experience in irrigation management system to bid for the Construction of 1,500 Hectares of Water Management Small Irrigation Infrastructure Systems in Selected Integrated Landscape Management (IlM). The contract shall cover a period of twenty-four (24) calendar months (excluding the defects liability period of 12 months) and the specific works to be performed shall include the underlisted:

  1. Bidding will be conducted through International Competitive Procurement using Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers- Procurement in Investment Projects Financing” The World Bank Procurement Regulation for IPF Borrowers – Seventh Edition – September 2025 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.

 

  1. Bids will be evaluated in accordance with the evaluation process set out in the bidding documents. The following weightings shall apply for Rated Criteria including technical and non-price factors: 70%, and for the Bid cost: 30%.

 

 

  1. Interested eligible Bidders may obtain further information from the Procurement and Technical Units via email at mamara@fsrp-sl.org; sbangali@fsrp-sl.org ; msippo@fsrp-sl.org  and inspect the Bidding document during office hours from 0900 to 1700 hours at the address given below.

 

  1. The Bidding document in English may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of SLE5,000.00 (Five Thousand Sierra Leone Leones) or equivalent in any convertible currency. The bidding document may be sent via email at the request of the interested Bidders and evidence of payment. The method of payment will be by Bank transfer, Wire transfer or Direct payment to:

  1. Bids must be delivered to the address below or before Thursday, 13th August 2026 at 14:00 hours Sierra Leone Time. Electronic bidding will not be permitted. Late Bids will be rejected. The outer Bid envelopes marked “ORIGINAL BID,” and the inner envelopes marked “TECHNICAL PART” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below on Thursday, 13th August 2026 at 14:10 hours Sierra Leone Time. All envelopes marked “FINANCIAL PART” shall remain unopened and will be held in safe custody of the Employer until the second public Bid opening.

 

  1. All Bids must be accompanied by;

 

  1. Bid Security in the amount of Four Million, Five Hundred Thousand Sierra Leone Leones (LE 4,500,000.00) or its equivalent amount in a freely convertible currency acceptable to the Employer at the Central Bank rate on date of issuance. The Bid Security shall be denominated in the currency of the Bid and in favor of the Ministry of Agriculture and Food Security (MAFS). Bid Security may be invoked if the bidder, upon the award of the contract, refuses to maintain the terms and conditions of the earlier submitted bid.;
  2. Signed and stamped Bid Form
  3. Completed Bill of Quantity (signed and stamped)
  4. Sexual Exploitation and Abuse (SEA) and/or Sexual Harassment (SH) Declaration;
  5. Method Statement and Work Program;
  6. A Business Profile of the Contractor
  7. Business Registration Certificate, and
  8. Experience in similar irrigation/water infrastructure projects for past five (5) years
  9. Documentary Evidence of Past projects of similar size of 300 ha schemes
  10. National firms shall be required to submit the below required documents.
  • A valid National Revenue Authority Tax Clearance Certificate (with business registered TIN number).
  • A valid National Social Security Insurance and Trust (NASSIT) Clearance Certificate.

 

  1. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
  2. A pre-bid meeting will be organized on Tuesday, 28th July 2026 at 13:00  at 13:00 hours Sierra Leone Time at the address below. A link will also be shared with potential bidders for online participation.
